The procedure, exactly

  1. Draft The text is written and owned by its creator. Nothing is collected yet.
  2. Gathering Signatures are collected — one per account, counted publicly.
  3. Submitted The dossier is formally remitted to the named authority; the date is on the record.
  4. Responded The authority's answer is published alongside the ask.
  5. Closed The ledger is closed publicly — delivered, declined, or carried to the next procedure.
